Bleach vs Quat Disinfectant for Businesses: Cost Per Gallon of Use Solution, Not Cost Per Jug

The short answer: compare bleach and quat on cost per gallon of ready-to-use solution, then let the surface and the label decide. Bleach is cheap per jug, fast, broad-spectrum and unaffected by hard water, but the diluted solution must be mixed fresh daily, it corrodes metal, bleaches fabric, and turns dangerous the moment someone mixes it with an ammonia or acid cleaner. A quaternary ammonium concentrate costs more per jug but stretches to 256 gallons of use solution, stays stable in the bottle and is gentler on equipment, at the cost of a longer dwell time and sensitivity to hard water and cotton. For most South Florida businesses the answer is both: a quat as the daily workhorse and bleach held back for the jobs where the label calls for it.

What each product is, and who sets the rules

Bleach is sodium hypochlorite. CDC’s disinfection guideline describes household bleach as 5.25–6.15% sodium hypochlorite (52,500–61,500 ppm available chlorine), and its current consumer guidance says most household bleach runs 5–9%; “splashless” and laundry bleaches fall outside that range and CDC says not to use them for disinfection. Quats are quaternary ammonium chlorides, sold as concentrates or ready-to-use (RTU). Both are pesticides under federal law, so the EPA-registered label is the rule book: EPA verifies a disinfectant works according to its label directions, and if a pathogen is not on the label EPA has not reviewed data for it.

Kill claims and contact time

CDC classes hypochlorite as an intermediate-level disinfectant and quats as low-level. Quats sold as hospital disinfectants are generally bactericidal, fungicidal and virucidal against enveloped viruses, but not sporicidal and generally not tuberculocidal or effective against non-enveloped viruses. Chlorine covers a wider list, including C. difficile spores at 5,000 ppm within 10 minutes. Products vary: Zep’s Spirit II RTU quat, for one, carries tuberculocidal and virucidal claims at a 3-minute wet time.

Contact time is where quats usually lose ground. EPA’s rule is that the surface must stay visibly wet for the full time on the label, and if it dries early you reapply. Diversey’s Virex II 256 concentrate lists a 10-minute wet time; CDC’s default for a bleach solution is at least 1 minute. A porter who sprays a quat and wipes it 30 seconds later has cleaned the surface, not disinfected it.

Surface compatibility: metal, fabric, cotton mops

CDC lists hypochlorite’s disadvantages plainly: corrosive to metals above 500 ppm, inactivated by organic matter, bleaches fabrics, and releases toxic chlorine gas when mixed with ammonia or acid. Stainless tables, chrome fixtures and floor machines all pay for daily bleach. Quats have the opposite problem: CDC notes that high water hardness forms insoluble precipitates that weaken them, and that cotton and gauze absorb the active ingredient. One study cited by CDC measured roughly 40–50% less quat released from cotton rags and cellulose wipers in an open bucket after one hour than from nonwoven spunlace wipers in a closed bucket. Use microfiber or nonwoven wipers with quat. Hardness is a label item too: the FDA Food Code allows a quat sanitizer only in water of 500 mg/L hardness or less, or the limit on the EPA label if different. Bleach, per CDC, is unaffected by hardness.

The dilution math: cost per ready-to-use gallon

The jug price is almost irrelevant. You pay for the solution that reaches the bucket or sprayer, so divide jug price by the gallons of use solution it makes at the label dilution. The figures below are example prices only; run your own invoice through the same formula.

At the use-solution level bleach and a quat concentrate are within a few cents, so the 8-to-1 gap in jug price is noise. The RTU bottle is more than a hundred times the cost per gallon of either concentrate; it earns its place for spot work, not for filling a mop bucket. Now add waste. CDC says to make bleach solution fresh daily because it loses effectiveness after 24 hours, and its guideline reports that hypochlorite in tap water stored in closed opaque plastic at room temperature can lose 40–50% of its free chlorine over a month. Whatever is left at close is poured out; a quat concentrate is diluted on demand from a stable jug. On a site that mixes two gallons and uses one, bleach’s real cost per gallon just doubled.

Where each one wins

Commercial kitchens and food-contact surfaces. Sanitizing, not disinfecting, is the regulated step. The 2022 FDA Food Code (section 4-501.114) sets chlorine sanitizer in concentration bands of 25–49, 50–99 and 100 mg/L tied to minimum temperatures, with a 10-second contact time (7 seconds for 50 mg/L at the right pH and temperature), while a quat sanitizer runs at label concentration, at 24°C (75°F) or warmer, for 30 seconds, within the hardness limit above. Section 4-302.14 also requires a test kit, so budget the strips. Zep states that after a disinfectant quat such as Spirit II is used on food-contact surfaces, a potable-water rinse is required. Restrooms and gyms. Quat for daily work: it cleans and disinfects in one step and spares the chrome, partitions and upholstery. Bleach for a norovirus or C. diff response where your quat’s label lacks the claim. Pre-clean first either way; soil inactivates chlorine and blunts quats.

Medical offices. CDC describes quats as appropriate for noncritical surfaces such as floors, furniture and walls and for equipment touching intact skin; blood spills call for an EPA-registered tuberculocidal product or a 1:10 to 1:100 bleach dilution after clean-up. Daycare and schools: check your licensing agency’s rules before you standardise, because they may specify the chemical and concentration.

The mistakes that cost more than the chemical

  1. Mixing. CDC’s wording: never mix bleach, or any disinfectant, with any other cleaner.

  3. No dwell time. Spray-and-wipe is cleaning. Post the label contact time on the cart.
  4. Eyeballing dilution. Under-dosed quat does not disinfect; over-dosed quat leaves a film and blows the budget. Use a measured pump or dispenser.
  5. Missing SDS. OSHA’s Hazard Communication Standard requires every employer with hazardous chemicals on site to have labels and safety data sheets for exposed workers and to train them. Get the SDS with the first case.

Which to stock

Is bleach or quat cheaper for a business?

Per ready-to-use gallon they are close. At example prices a 1:256 quat concentrate lands around 16 cents a gallon and CDC-strength bleach around 10 cents, but bleach solution is discarded daily while quat is diluted on demand, which usually erases the gap. Ready-to-use quat sprays cost many times more per gallon than either concentrate.

How long does diluted bleach stay effective?

CDC advises a fresh bleach solution every day because it loses effectiveness after 24 hours, and notes that hypochlorite solutions stored in opaque plastic at room temperature can lose 40 to 50 percent of their free chlorine over a month. Undiluted bleach in its original container is stable far longer.

Can I use a quat disinfectant on food-contact surfaces?

Only if its label allows it, and then at the sanitizer concentration, temperature and hardness limits in FDA Food Code section 4-501.114, with a test kit on hand. Disinfecting-strength quats such as Zep Spirit II require a potable-water rinse before the surface touches food again.

Why does my quat solution stop working halfway through a shift?
